Question:

160 Ms Shortall asked the Minister for Education if a person (details supplied) with special needs can be accepted on a local early start programme in September 1997; where she is currently on the waiting list in view of the fact this child will be four years old in April 1997 and her mother has been informed that she will be too old; the age limit which applies to eligibility for the early start programme; and the special provision, if any, which is made for children with special needs. The early start pre-school programme is targeted on areas of particular disadvantage. The objective of the programme is to expose young children to an educational experience which will enhance their overall development and lay a foundation for successful educational attainment in future years.

The project offers a one year preventative strategy to children who are three years of age at the commencement of the school year in which they enrol in the pre-school and who are at risk of not reaching their potential in the school system. On completion of their one year pre-school programme, children would be expected to proceed through the primary system.

The child referred to by the Deputy will be too old to enter the early start programme in September 1997. However, if the Deputy wishes to provide details of the child's special needs, my Department will pursue the question of a suitable education placement for the child.
