Question:

147 Miss Quill asked the Minister for Education if she will confirm the existence of a grouping working under the aegis of her Department and known loosely as the conciliation council; the terms of reference of this grouping; and its membership. [5675/97]

A group known as the teachers' conciliation council operates under the scheme of conciliation and arbitration for teachers which was established on 9 October 1973. The purpose of the scheme is to provide a means for dealing with claims and proposals relating to the salaries and other emoluments payable to whole-time serving pensionable teachers in national, secondary, vocational, community and comprehensive schools. The council is the local negotiation stage of the scheme and its membership consists of: (a) a chairman, nominated by the Minister for Finance and the Minister for Education; (b) official representatives representing the Minister for Finance and the Minister for Education; (c) representatives of each of the teachers' unions and representatives of the managerial authorities of secondary and national schools and An Cumann Gairmoidea-chais in Éirinn.
