Question:

121 Mr. Callely asked the Minister for Social Welfare the names and addresses of each of the non-established staff in his ministerial and constituency office; the name and address of each other person employed by him and paid by the State, including unestablished officers and special advisers; the relationship, if any, of each aforementioned employee to the Minister and to each of his ministerial colleagues; the length of time in respect of which each such person has been employed by the State; the grade at which they entered the State's employment; the promotion, if any, which each has obtained since first becoming a State employee; the salary which each of them received at the commencement of their employment by the State; their current salary; the expenses, if any, they received in each calendar year since their employment commenced; the location of each of their places of employment; and if he will make a statement on the matter. The names and grades of the unestablished staff, employed on a contract basis, attached to my office are contained in my reply to Question No. 183 on Tuesday, 13 February, 1996.

Their dates of commencement in my Department are contained in my reply to Question No. 134 on Wednesday, 21 February 1996. My personal assistant was employed as my Dáil secretary prior to my appointment as Minister for Social Welfare. She commenced work as a Dáil secretary on 14 March 1993 and she was paid at Dáil secretary rates. The salary received by her on commencement in this Department is contained in my reply to Question No. 221 on Tuesday, 24 January 1995. My special adviser's salary on commencement in January 1995 was £42,894 per annum. My personal assistant's salary on commencement in August 1995 was £12,500 per annum. The salaries received by the members of my research unit on their commencement are contained in my reply to Questions Nos. 19 and 21 on Tuesday, 23 January 1996.
The current salaries of all the unestablished staff attached to my office are contained in my reply to Question No. 198 on Thursday, 19 December 1996.
None of the unestablished staff employed in my office is related to me or to any of my ministerial colleagues. The headquarters and address of all of these staff is Áras Mhic Dhiarmada, Store Street, Dublin 1. None of them has been promoted since commencing employment at this Department. My special adviser is the only member of the unestablished staff attached to my office who has had occasion to claim travel expenses. These expenses are outlined below:

Ms Mary Cummins was appointed by me on 19 January 1996 as the Department's press officer on an annual salary of £28,000. Her present annual salary is £29,135. Ms Cummins is located in Dublin.
None of the above officers has been promoted since commencing employment in this Department. They are not related to me or any of my ministerial colleagues.
The home addresses of all staff are treated as confidential by my Department and I am, accordingly, not prepared to put the home addresses of non-established staff on record.
It would require an inordinate amount of time and effort to provide the Deputy with detailed information on expenses incurred by each non-established officer since commencing employment in my Department and at a resultant level of public expense which I could not consider justified in the circumstances. However, I can confirm that expenses are paid in accordance with the normal Civil Service regulations.
