Order of Business.

It is proposed to take No. 4, motion re Standing Joint Committee on Consolidation Bills, No. 5, New Coinage (UN50 Commemorative One Pound) Order, 1997, No. 6, motion re Ministerial Rota for Parliamentary Questions, and No. 7, motion re Tribunal of Inquiry into Planning Matters. It is also proposed, notwithstanding anything in Standing Orders that Nos. 4, 5 and 6 shall be decided without debate; No. 7 and any amendments thereto shall be taken together and the proceedings thereon shall be decided by one question which shall be put from the Chair not later than 8.30 p.m. and the following arrangement shall apply: (i) the opening speech of the Minister or Minister of State and of the main spokespersons for the Fine Gael Party and the Labour Party shall not exceed 30 minutes in each case; (ii) the speech of each other Member called on shall not exceed 15 minutes in each case; (iii) Members may share time, and (iv) a Minister or Minister of State shall be called on not later than 8.20 p.m. to make a speech in reply which shall not exceed ten minutes provided also that if the proceedings conclude earlier than the time stated any division demanded thereon shall be postponed until 8.30 p.m. There will be no Private Members' Business this evening.

Are the proposals for dealing with Nos. 4, 5 and 6 agreed? Agreed. Is the proposal for dealing with No. 7 agreed?

(Dublin West): Will the Taoiseach confirm that the amendments tabled before 2 p.m. today will be taken before the vote on the Government's substantive motion at 8.30 p.m.?

The amendments will be debated with the main motion and there will be one vote which shall be taken at 8.30 p.m.

Are the proposals for dealing with No. 7 agreed?

(Dublin West): Will the amendments to the Government motion be voted on——

(Dublin West): ——before voting on the Government's motion as was the case when debating the last motion on the setting up of a tribunal?

There will be one question put at 8.30 p.m.

(Dublin West): The clarification I am seeking is simple.

The matter was clarified on the Order of Business.

(Dublin West): I realise that clarification and the Government do not always go hand in hand, but it is a simple matter for ordinary people. In the debate on 10 and 11 September the amendments to the Government proposal were voted on, following which a vote was taken on the Government proposal.

That arrangement will not apply this time. The amendments can be discussed during the debate, following which there will be one vote.

(Dublin West): Why is the procedure different from the last time?

Is the proposal for dealing with No 7 agreed?

(Dublin West): No.
