Question:

330 Mr. N. Ahern asked the Minister for the Environment and Local Government the reason the points regulations for granting taxi plates were changed to allow a points deduction for having held a hackney plate, in view of the case of a person (details supplied) in Dublin 9; and if he will make a statement on the matter. [19084/97]

: The computation of points, where relevant, for the purpose of taxi licence applications in existing taximeter areas is determined in accordance with the Sixth Schedule of the Road Traffic (Public Service Vehicles) (Amendment) Regulations, 1995, as amended by the Road Traffic (Public Service Vehicles) (Amendment) Regulations, 1997. Copies of these regulations are available in the Oireachtas Library.

The provisions involved, which follow those of previous regulations made in 1991, are in general weighted in favour of holders of public service vehicle driving licences who do not hold, or have not previously held, taxi or hackney licences.

The administration of these provisions in particular cases is the responsibility of the licensing authority concerned.
