Written Answers. - Asbestos Dumping.

224 Mr. Gormley asked the Minister for the Environment and Local Government if his Department's attention has been drawn to the existence of asbestos dumping sites at Simonstown and Boicetown, County Louth; and the regulations, if any, which apply to the management of these sites, to the disposal of asbestos materials and the safe after care and clean up of these sites. I understand that the sites referred to have been, or are, used for the disposal of asbestos pipes. The authorisation of a waste disposal facility is a matter for the appropriate local authority or the Environmental Protection Agency, as appropriate, under the relevant regulations. The regulations which apply to the disposal of asbestos waste include the European Communities (Waste) Regulations, 1979, the European Communities (Toxic and Dangerous Waste) Regulations, 1982, the European Communities (Asbestos Waste) Regulations, 1990 and 1994 and the Waste Management (Licensing) Regulations, 1997.

Local authorities and the EPA are also required under Part II of the Waste Management Act, 1996, to make waste management plans and to include provision in those plans in relation to the measures taken, or proposed to be taken, to prevent or limit environmental pollution from sites at which waste disposal has been carried on.
