Written Answers. - Storage of Commercial Explosives.

Question:

392 Proinsias De Rossa asked the Minister for Defence the reason it is planned to close the overnighting facility for explosive delivery trucks at Rockhill Barracks, County Donegal from 1 February 1998, which means that no such facilities will be available in the north west; if his attention has been drawn to the difficulties that this decision will create for quarry owners and civil engineering contractors and that the supplier of explosives, Irish Industrial Explosives Limited, have indicated that they will be unable to guarantee deliveries to the Donegal area after 31 January 1998; if, in view of the need for access to explosives for commercial use and the requirements of security, he will reconsider the decision and ensure that overnighting facilities are retained; and if he will make a statement on the matter. Ongoing issues relating to the storage of commercial explosives on military premises are kept under continual review by the Department of Defence and the Department of Justice, Equality and Law Reform. A review of existing arrangements at the military locations where explosives are held is currently under way. Pending the outcome of this review the existing arrangements relating to overnighting facilities may, in so far as my Department is concerned, continue for the time being at Rockhill Military Post, County Donegal.
