Jimmy Deenihan

Question:

85 Mr. Deenihan asked the Minister for Agriculture and Food if the appeal on behalf of individuals (details supplied) has been processed; if cattle payments due to them will be processed; and if he will make a statement on the matter. [4489/98]

The herd owner has lodged an appeal with the headage and premia appeals unit concerning his 1997 cattle headage application. Appeals are dealt with in the order in which they are received and it is expected that this case will be examined in the near future. The herd owner will be notified of the outcome.

86 Mr. Deenihan asked the Minister for Agriculture and Food if the appeal on behalf of a person (details supplied) in County Kerry has been decided; if 1996 cattle headage grants due to him have been paid; and if he will make a statement on the matter. [4490/98]

The herd owner has lodged an appeal with the headage and premia appeals unit concerning his 1996 cattle headage application. Appeals are dealt with in the order in which they are received and it is expected that this case will be examined shortly. The herd owner will be notified of the outcome.

Question:

87 Mr. Neville asked the Minister for Agriculture and Food when payment will be made in relation to suckler cow and headage premium grants for a person (details supplied). [4491/98]

It is a basic requirement of the headage scheme that an area aid application be submitted for the year in question. As the person named did not submit an area aid application for 1997, he is not therefore entitled to any headage payment for that year.

Under the suckler cow scheme the regulations provide that where an area aid application has not been submitted, payment on up to 15 livestock units may be made. The person named applied for suckler cow premium on 15 cows and was paid £2,103.45 on 18 February 1998.

Question:

88 Mr. Neville asked the Minister for Agriculture and Food when a suckler cow grant will be paid to a person (details supplied) in County Limerick in view of the fact that he was informed before Christmas that he would be paid immediately. [4492/98]

The person named applied for grants on 80 animals under the 1997 suckler cow premium scheme on 29 May 1997. He notified the local office of my Department by letter of 5 June 1997 that one of the animals, Tag No. 77835 HW, listed on his application had died and was being replaced by an in-calf heifer — Tag No. MYA 651094. This Tag No. MYA 651094 was already declared on his application form as a cow. He also submitted a Veterinary Certificate dated 5 June 1997, certifying that animal Tag No. 77835 HW had died.

Further examination of the case indicated (from documentation submitted by the person named to the local ERAD office of my Department) that the animal bearing Tag No. 77835 HW was retagged with a new tag — No. MAB 188358. A receipt from A.I.B.P. Rathkeale shows that this animal bearing Tag No. MAB 188358 was accepted for slaughter on 10 July 1997.

The local office of my Department wrote to the person named on 4 February 1998 requesting an explanation. No reply has been received to date. This application cannot be processed further until the outstanding issues are clarified.
