Question:

200 Mr. Higgins (Dublin West) asked the Minister for the Environment and Local Government if participation in the County and City Managers' Association and attendance at its meetings is part of the work of a city or county manager; and if expenses can be recovered for participation and attendance. [12660/98]

The County and City Managers' Association is a forum where local government issues of an executive nature requiring a co-ordinated response are considered. The association, along with councillor representative bodies, is from time to time consulted by my Department on appropriate local government matters. It is also required under a number of local government statutes to make nominations to different bodies. Participation in the association's activities, therefore, forms part of the managers' normal functions and expenses, where they arise, are payable in the normal way.
