Question:

177 Mr. McGinley asked the Minister for Agriculture and Food when a headage payment will issue to a person (details supplied) in County Donegal. [24708/98]

Difficulties have arisen in processing the area aid application for the person named. It is expected that these will be resolved within the next week and any payments due will issue as soon as possible.

181 Mr. Callely asked the Minister for Agriculture and Food if he will give details of all payments by category made by or through his Department to the 20 largest recipients in each county; and if he will make a statement on the matter. [24730/98]

The information sought in the question is of a very broad and general nature. To respond would require extensive research and the use of staff resources which are at present committed to issuing payments to farmers under the various schemes in the lead up to Christmas.

I have asked my staff to make further contact with the Deputy and will be glad to respond to his request for information by letter at an early date.

183 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will receive 1998 cattle headage, sucker cow and special beef premia; and when the area aid unit will contact him in relation to his application. [24733/98]

184 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will receive 1998 headage and premia payments. [24734/98]

The first and second instalments of the 1998 ewe premium scheme totalling £1,707.63, based on his ewe quota, were paid to the person named on 19 June 1998 and 22 October 1998 respectively.

The person named was paid his full entitlement of £1,100 under the 1998 sheep headage scheme on 31 October 1998.

The person named was paid the 80 per cent advance of £4,038.62 under the 1998 suckler cow premium scheme on 3 November 1998.

The person named will be paid his entitlement under the 1998 cattle headage scheme within the next 14 days.

Difficulties have arisen in processing the area aid application for the person named. As these difficulties have not been resolved, a farm inspection will be carried out to finalise this case and any payment due will issue as soon as possible.

187 Mr. Ring asked the Minister for Agriculture and Food the amount, if any, received by a person (details supplied) in County Mayo in a sheep headage payment for his mountain ewes for each of the years from 1995 to date; and, if not, when this payment will be made. [24738/98]

The person named did not claim headage on any mountain ewes under the 1995 scheme. Under the 1996 scheme his payment for mountain ewes was limited to 18 sheep based on his mountain acreage as shown on area aid records. Under the 1997 and 1998 schemes according to his area aid records he did not have any mountain grazings and as a result he was deemed ineligible for payment on his mountain breeding ewes.

191 Mr. Yates asked the Minister for Agriculture and Food when suckler cow premium payments will be issued to a person (details supplied) in County Wexford; and if this will be expedited. [24749/98]

The person named applied for seven cows under the suckler cow premium scheme, seven beef cows under the cattle headage/beef cow and two animals under the ten month special beef premium scheme.

As an area aid application was not received from the person named, he has no entitlement under the cattle headage/beef cow scheme. Arrangements are being made to make the payments due under the special beef premium and suckler cow premium schemes as soon as possible.

193 Mr. Finucane asked the Minister for Agriculture and Food if a person (details supplied) in County Limerick is eligible for fodder payment in view of the fact he is dependent on beef animals and is within a district electoral division approved for this payment; and if he will make a statement on the matter. [24767/98]

The fodder scheme is directed at all sheep farmers with mountain grazings and suckler cow producers and small dairy farmers with milk quotas of less than 35,000 gallons in district electoral divisions (DEDs) in the worst affected areas based on a Teagasc survey completed in September. All farmers meeting the criteria of the scheme in the selected DEDs are included together with all sheep farmers with mountain grazings as per the sheep headage scheme. If the person in question meets these criteria, payment will be made automatically by reference to the details on the 1998 sheep headage and suckler cow applications forms. In the case of dairy farmers the arrangements for payment will be announced shortly.

194 Mr. Ellis asked the Minister for Agriculture and Food if his Department will finalise the appeal for 1996 headage for a person (details supplied) in County Leitrim. [24768/98]

The herdowner lodged an appeal concerning his 1995 area aid application. This appeal is currently being examined and it is expected that it will be concluded shortly. The herdowner will be notified of the outcome.
