Vol. 497 No. 5

Written Answers - Third Level Admissions.

Richard Bruton

Question:

370 Mr. R. Bruton asked the Minister for Education and Science if he will introduce a system to allow for progression from community or voluntary learning to third level. [25697/98]

On 9 June 1998, the Government authorised the drafting of the Education and Training (Qualifications) Bill. Drafting is now continuing in the Office of the Parliamentary Draftsman and the aim is to publish the Bill early in 1999.

The Bill will set up the appropriate organisational framework to underpin the development of a national framework of qualifications. The Bill will also ensure that appropriate arrangements are put in place to provide for the development of transfer and progression arrangements within education and training.

The National Council for Vocational Awards launched national certification at foundation level for young people and adults who left school with no qualifications in September 1997. Level 1, the next stage of progression, will be implemented nationally with effect from March 1999, and registrations and inservice training for this are currently taking place. These developments mean that for the first time those who left school with no qualifications can re-enter the system and progress from foundation to level 2 PLC courses, and from there to third level. NCVA certification is available to a wide range of literacy classes, adult and community groups, EU projects and providers outside the formal system, as well as applying within the prison service, VTOS, Youthreach and traveller training programmes.

The National Council for Educational Awards also launched a foundation certificate in July 1998 to provide an effective foundation course leading to certification for adult learners embarking on a course of third level education after a break in their education.
