162 Mr. R. Bruton asked the Minister for Education and Science the rate of pay for temporary teachers, teachers from the substitute panel and teachers newly recruited to fill a full-time vacancy; the reason for this apparent discrimination in pay for the same work; and if this system has been examined before a tribunal, Labour Court or Rights Commissioner or any other such body. Temporary and permanent teachers who are recognised as fully trained are paid salary by reference to the common basic incremental salary scale. The minimum point of this scale is currently set at £14,304 while the maximum point is £27,803. The actual point at which an individual teacher is placed on the scale may vary depending on qualifications held as well as previous incremental service given either in this State or abroad.

The substitute supply panel scheme consists of permanent teachers who provide substitution cover in primary schools. As permanent teachers, these teachers are paid in accordance with the incremental salary scale.

The rates of pay for teachers are matters to be determined under the Scheme of Conciliation and Arbitration for Teachers which was established on 9 October 1973. The three teacher unions are parties to this scheme.
