Question:

163 Mr. Perry asked the Minister for Agriculture and Food if, further to Parliamentary Question No. 212 of 16 February 1999, cattle headage payments for 1997 and 1998 will be released for a person (details supplied) in view of his medical problems and the fact that he made an error with his 1998 application; and if he will make a statement on the matter. [5769/99]

No area aid application form was received from the person named in 1998. However, on the basis of the medical certificate submitted by the Deputy, an area aid application will be accepted. A 1998 application form for the person named has issued and must be returned immediately to the area aid section of my Department. When the area aid application is fully processed his application under the 1998 cattle headage scheme will be further considered.

No application under the 1997 cattle headage scheme was received from the person named.

Question:

164 Mr. Deenihan asked the Minister for Agriculture and Food when a headage grant payment will be made to a person (details supplied) in County Kerry; and if he will make a statement on the matter. [5798/99]

The person named is not the applicant for grants under the herdnumber quoted.

An application under the 1997 cattle headage scheme was received but as the applicant under the herdnumber quoted did not submit a 1997 area aid application, no payment can issue in accordance with clause 20 of the terms and conditions governing the scheme.

165 Mr. Ring asked the Minister for Agriculture and Food the reason the area aid unit has systematically reduced the number of hectares declared as total forage area for a person (details supplied) in County Mayo on digitisation each year since 1995; the new area in this regard in view of the fact the land has not changed in any way; and if a Department official will call out and walk the land to determine the exact forage area of this land. The 1998 area aid application for the person named has been finalised. In accordance with the maps submitted in 1998, the area digitised in respect of each land parcel is set out below.

166 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will receive the remainder of 1998 sheep headage. [5812/99]

Under the 1998 sheep headage scheme the person named applied for grants in respect of five hogget ewes and he has already been paid his full entitlement including sheep headage top-up. The person named was paid the final instalment of the 1998 ewe premium on 26 February 1999.

167 Mr. Ring asked the Minister for Agriculture and Food the reason a person (details supplied) in County Mayo did not receive even a reduced rate of headage and premia on his late 1998 area aid applicaion in view of the fact it was submitted before 10 June 1998. [5813/99]

In order to be considered for payment of headage grants herdowners must submit a valid area aid application for the relevant year. The area aid application for the person named was received on 10 June 1998 and consequently under EU regulations cannot be accepted. The closing date for receipt of applications was 15 May. Where applications were submitted up to 9 June, they could be accepted and a penalty applied. Applications received after that date could not be accepted.

Without a valid area aid application, premium payments can issue for up to 15 livestock units equivalent. Payments in respect of the suckler cow premium and special beef premium applications for the person named issued on 11 February 1999 and on 15 February 1999, respectively.

168 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will be paid under the fodder aid package. [5814/99]

My Department is presently finalising arrangements for the distribution of aid under the 1999 winter fodder scheme. The person named will be considered for assistance under the new measure.
