Liam Aylward

Question:

172 Mr. Aylward asked the Minister for Agriculture and Food if payment under the 1998 headage scheme will be made to a person (details supplied) in County Kilkenny who has submitted all information requested to the area aid unit. [11682/99]

The area aid application of the person named contained an overclaim on a commonage resulting in a 100 per cent overdeclaration being imposed. This resulted in no area-linked aid being paid to the person named for 1998.

Willie Penrose

Question:

173 Mr. Penrose asked the Minister for Agriculture and Food the reason a person (details supplied) in County Westmeath has not received additional area aid and 1998 suckler cow and beef cow premium in spite of an assurance that it would be paid immediately; and if he will make a statement on the matter. [11693/99]

The person named was paid her full entitlement under the suckler cow premium scheme, based on her quota of five suckler cows. She received an advance payment of 80 per cent amounting to £560.92 on 10 December 1998, and a 20 per cent balance of £140.23 was paid on 3 February 1999.

The person named will be paid the balance of her beef cow headage within the next 14 days.

Donal Carey

Question:

174 Mr. D. Carey asked the Minister for Agriculture and Food when a person (details supplied) in County Clare will be paid 1998 cattle headage. [11694/99]

The person named applied on 18 animals under the 1998 cattle headage scheme. His application was received in the local livestock office on 5 May 1998, and under the terms and conditions of the scheme, he undertook to retain all the animals until 6 July 1998. At an inspection of his herd on 30 June 1998 it was noted that eight of the animals had been sold inside the retention period and had not been replaced. The person named was informed that he was not entitled to any grants under clause 31 of the terms and conditions governing the scheme, which states that where rejected animals exceed 20 per cent of the eligible animals found, no grants are payable. This decision was reviewed by the district inspector on 2 March 1999 but the review was unsuccessful. The person named was notified of the results of the review and was given the opportunity to appeal the decision to the independent headage and premia appeals unit, but as yet has not done so.
