Vol. 509 No. 1

Written Answers. - Grant Payments.

John Perry

Question:

153 Mr. Perry asked the Minister for Agriculture, Food and Rural Development if the decision will be rescinded for a person (details supplied) in County Sligo regarding a control of farmyard pollution scheme application in view of the fact that he had applied for an extension on his application which can be substantiated by Teagasc officials; and if he will make a statement on the matter. [19542/99]

An application under the control of farmyard pollution scheme was received from the person mentioned in my Department's Sligo office on 8 December 1989. Written approval to commence the investment works issued on 30 November 1990 with a stated lapse date of 8 June 1992. As no indication that the work had been completed was received from the applicant by 31 May 1993, he was notified that his approval for grant aid was cancelled. No extension of the approval issued under the 1989 scheme can be granted at this stage.

It is open to this person to apply for grant aid under the national scheme of investment aid for the control of farm pollution.

Liam Aylward

Question:

154 Mr. Aylward asked the Minister for Agriculture, Food and Rural Development if an application for installation aid grant by a person (details supplied) in County Kilkenny will be examined. [19573/99]

I understand that this question relates to somebody other than the person named. It is a condition of the scheme that land taken on lease must be for a minimum of five years from the date of first setting up as a full time farmer. In this case, the applicant's five year lease commenced prior to the date of setting up and therefore an extended lease is required to cover the period 1/1/1998 to 31/12/2003 to enable the application to be further examined.

Michael Creed

Question:

155 Mr. Creed asked the Minister for Agriculture, Food and Rural Development the reason a person (details supplied) in County Cork has not received a 1998 extensification payment. [19601/99]

Extensification premium is payable on all animals paid under the suckler cow and special beef premium schemes if the stocking density on the holding is less than 1.4 lus per hectare.

The stocking density for the person named is calculated as follows:

Suckler Cow Premium

Nil

Ewe Premium

Nil

Milk Quota

Nil

Special Beef Premium

10 month1 @ 0.6

0.6

10 month17 @ 0.6

10.2*

22 month9 @ 0.6, 3 @ 1

8.4

22 month3 @ 0.6

1.8

22 month7 @ 0.6

4.2

Bull Premium1 @ 0.6

0.6

Total Livestock Units

25.8

Total Hectares declared on 1998 Area Aid

18.20

The total livestock units divided by the hectares (25.8/18.2) gives a stocking density of 1.4 lus per hectare. As the stocking density is not less than 1.4 lus-hectare the person named has no entitlement to 1998 extensification premium.
*The person named lodged this 10 month application on 5 August 1998 for 17 animals. He subsequently wrote to the special beef premium unit on 21 August outlining that there was an error on two cards submitted. He again wrote on the 24 August 1998 and requested that those two animals be withdrawn from the application. The special beef premium unit then deleted the two animals from the application and paid the remaining 15 animals without penalty. In accordance with the EU regulations governing the special beef premium scheme those two animals while not paid special beef premium must be counted for stocking density purposes.
