Question:

436 Mr. Hogan asked the Minister for the Environment and Local Government the reason a proposed landfill site at a location (details supplied) was rejected years ago in spite of the fact that all environmental tests taken at the time were positive; and if he will make a statement on the matter. [21619/99]

In 1991 Tipperary South Riding County Council applied to the Minister for the Environment and Local Government for certification of a proposed landfill development at Ballypatrick, County Tipperary, under Part IV of the Local Government (Planning and Development) Regulations, 1990.

The Minister was not satisfied that the proposed landfill at this location would not have significant adverse effects on the environment and, accordingly, he decided not to certify the proposed development. In considering the application for certification, the Minister had regard to the requisite environmental impact statement submitted by the county council and to the submissions and observations made by interested persons regarding the effects on the environment of the proposed development.

438 Mr. Hogan asked the Minister for the Environment and Local Government when the necessary details will be issued to local authorities in respect of permits for waste collection operators; and if he will make a statement on the matter. [21622/99]

Regulations will be made shortly under section 34 of the Waste Management Act, 1996, providing for a system of permitting by local authorities of commercial waste collectors.
