Written Answers. - Civil Service Modernisation Programme.

Question:

89 Ms O'Sullivan asked the Minister for Finance if he has reached agreement with Civil Service trade unions on performance management and performance related pay; and if he will make a statement on the matter. [14291/00]

General Council Report No. 1368 which was signed on 4 May 2000 records agreement with the Civil Service unions on the introduction of the performance management and development system in the Civil Service. The Taoiseach launched the new system in Dublin Castle on 11 May.

The implementation of the new system is among the key objectives of the Civil Service modernisation programme set out in the Programme for Prosperity and Fairness. While there is no direct link to individual performance related pay, the Programme for Prosperity and Fairness establishes a clear link between the payment of the final phase increase of 4% and the achievement of specific sectoral performance targets under the public service modernisation programme. It makes it clear that performance indicators have to be established in each sector by 1 April 2001 and the targets have to be achieved by 1 April 2002, with progress in this regard being assessed at organisational level by 1 October 2002. The implementation of the performance management and development system in the Civil Service is one such performance indicator.
