371 Ms Shortall asked the Minister for Education and Science the reason for the delay in transferring responsibility for the regulation of the superannuation arrangements for former institute of technology lecturers from the Department of the Environment and Local Government to his Department; and if he will ensure that the transfer is processed as soon as possible. [25485/00]

The responsibility for the regulation of the superannuation arrangements of lecturers in institutes of technology currently lies with the Minister for the Environment and Local Government as the lecturers in question are members of the local government superannuation scheme. In order to facilitate changes to the superannuation arrangements, including the admission of part-time lecturers to superannuation on an ongoing basis, it has been agreed to transfer responsibility for the superannuation of IOT lecturers from the Department of Environment and Local Government to my Department. It has also been agreed to transfer responsibility for the regulation of the superannuation arrangements of clerical, administrative and ancillary staff in IOTs, and vocational education committees, from the Department of the Environment and Local Government to my Department. A transfer of functions order which will give effect to the transfer of responsibility has been agreed between our two Departments and is currently being prepared by the Department of Finance for the approval of Government. I expect that the transfer of functions order will be approved shortly.
