57 Mr. Bell asked the Minister for Public Enterprise the reason she is not in favour of direct State investment in Aer Rianta in respect of infrastructure projects; and if she will make a statement on the matter. [18061/01]

In accordance with section 24 of the Air Navigation and Transport (Amendment) Act, 1998, Aer Rianta has a mandate to operate on a fully commercial basis. That mandate requires the company to fund its capital investment programmes from its own resources, including borrowings, without recourse to the Exchequer.

As I stated on previous occasions, my main concern in addressing the company's longer term funding needs is that whatever strategy is decided on for Aer Rianta would be in the best interests of the company, its employees and, most importantly, the users of the State airports. I have also stated previously that I concur with the view that a strategy of providing, with suitable safeguards, for limited private sector participation in Aer Rianta would lead to the most beneficial out come for all stakeholders. I am, however, conscious that private sector involvement in Aer Rianta raises policy issues which I and other Ministers need to reflect carefully upon.
