Question:

334 Mr. Fleming asked the Minister for the Environment and Local Government the amount of funding and percentage of funding sought from the European Union in respect of each of the national primary roadway projects in the national development plan; the projects which are listed under the BMW region; and the projects which are listed under the south and east region. [22845/01]

Of the overall investment of £5.3 billion – 6.7 billion – provided for in the operational programme for the improvement of national roads, European Regional Development Fund aid amounting to £417 million – 530 million – and Cohesion Fund aid amounting to £182 million – 231 million – will be provided by the EU. The rate of co-funding by the EU from the European Regional Development Fund for national road projects will be up to 75% of eligible expenditure in the case of projects in the BMW region and up to 50% of eligible expenditure in the case of projects in the southern and eastern region. The rate of co-funding for national road projects that have already been approved for Cohesion Fund assistance is up to 85% of qualifying construction costs.

The indicative list of national road projects that will benefit from EU Structural Fund assistance under the economic and social infrastructure operational programme is set out in the table below. This list is kept under ongoing review. A list of national road projects that will benefit from the EU Cohesion Fund and the amount of cohesion funding involved is also set out.

It is not possible at this stage to identify the amounts of other EU assistance applicable to particular national primary road projects. The advance approval of the European Commission is generally required to determine the overall level of European Regional Development Fund assistance made available for a national road project costing in excess of £39.4 million – 50 million. Applications for approval in respect of a number of projects in this category that are sufficiently advanced are at present being prepared by the National Roads Authority. Applications for European Regional Development Fund aid in respect of smaller national road projects are made as expenditure is incurred. An application has been made to the EU for assistance from the trans-European transport network – TEN-T – fund towards the cost of the planning and design of parts of the N1, N7 and N8 routes. The indicative amount of funding available is £11.8 million – 15 million – with an aid rate of up to 50%.
