Written Answers. - Farm Waste Management Scheme.

260 Mr. Naughten asked the Minister for Agriculture, Food and Rural Development the reason for the delay in approving an application by a person (details supplied) in County Roscommon for inclusion in the farm waste management scheme; when his Department will carry out an inspection; and if he will make a statement on the matter. An application under the scheme of investment aid for farm waste management was received from the person named in the local FDS office of my Department in Roscommon on 31 August 2001. The application is being examined by officials in that office and if everything is found to be in order a pre-approval farm inspection will be arranged at an early date. Under the protocol on direct payments to farmers my Department has a set a deadline of issuing written approvals to commence investment works within three months following receipt of a valid application under this scheme.

261 Mr. Naughten asked the Minister for Agriculture, Food and Rural Development the reason for the delay in approving an application by a person (details supplied) in County Roscommon for the farm waste management scheme; when his Department will carry out an inspection; and if he will make a statement on the matter. The application from the person named under the scheme of investment aid for farm waste management has been processed by the local FDS office of my Department for north Roscommon. A pre-approval farm inspection was carried by an official of that office on the applicant's farm on 25 September 2001. During the course of his inspection the official found that the site of the proposed development works is within 100 metres of a church and a neighbouring dwelling. To comply with planning regulations my Department cannot issue an approval to the applicant to commence his proposed development until he obtains written consent from the owner(s) of the church and the neighbouring dwelling stating that they have no objection to the development. If this consent is not forthcoming it will be necessary for the applicant to obtain planning permission from Roscommon County Council.

In the application form for this scheme there is a question relating to the proximity of a proposed development within a 100 metres of a neighbouring dwelling, school, church or other assembly building and in addition the applicant has been informed of the requirements in relation to this matter by my Department.
