Question:

103 Mr. Timmins asked the Tánaiste and Minister for Enterprise, Trade and Employment the parts of the national development plan or the projects which have been put on hold or slowed down as a result of the downturn in the economy and the accompanying shortfall in incoming revenue; and if she will make a statement on the matter. My Department is the designated managing authority for two operational programmes under the NDP. These are the Productive Sector Operational Programme and the Employment and Human Resources Development Programme.

Both programmes have specific priorities which are broken down into measures and sub-measures. All measures have commenced and none have been put on hold or slowed down as a result of changes in the economic climate.
The monitoring committees of the operational programmes have responsibility for the implementation of the programmes. These committees include Departments, the EU Commission, implementing agencies, regional assemblies, regional authorities, employers-business representatives, trade unions, farming representatives and the community and voluntary pillar.
Targets have been put in place to evaluate the progress of the operational programmes at mid-term in 2003 and on completion in 2006.
