Question:

197 Mr. Naughten asked the Minister for Transport if he will amend legislation which prohibits holders of provisional licences from using motorways to facilitate motorway instruction by driving instructors who are registered with the Driving Instructor Register which is supported by his Department and the insurance industry. [22786/02]

In accordance with Article 7 of the Roads Regulations, 1994, the use of a motorway is confined, inter alia, to vehicles driven by the holders of full driving licences. As the maximum speed limit on motorways is 70 mph it is considered appropriate that provisional licence holders should be prohibited from using motorways for safety reasons. There are no proposals to amend the Roads regulations, 1994, in this regard.
