Question:116 Ms B. Moynihan-Cronin asked the Minister for Agriculture and Food the reason for the delay in the area aid payment for a person (details supplied) in County Kerry; and when payment will be made. [23985/02]

The 2002 area aid application for the person named has been fully processed with an area determined for payment purposes of 44.70 hectares. Payment of his full entitlement under the 2002 area-based compensatory allowance scheme will issue shortly.

The person named included a land parcel on his 2002 area aid application which overlapped with a land parcel on another herdowner's application. Both parties have been written to in order to clarify the matter and replies are awaited.
Until this matter is resolved the area aid application of the person named cannot be fully processed and no area related payments can issue.

Question:118 Mr. Stanton asked the Minister for Agriculture and Food when area aid payments will be made to persons (details supplied) in County Cork; and if he will make a statement on the matter. [24049/02]
The first person named is the registered owner of the herd number in question. He included a land parcel on his 2002 area aid application, which was also claimed on another herdowner's application. Both parties have been written to in order to clarify the matter and replies are awaited. Until this matter is resolved the area aid application of the first person named cannot be fully processed and no area related payments can issue.
The person in question has no eligible animals under the 2002 slaughter premium scheme. He did however submit two 2002 special beef premium applications as follows: 23 animals on 19 February 2002; 25 animals on 11 October 2002. Advance payment will issue in respect of the February application when the area aid query is resolved. October applications will be eligible for payment in January 2003 when the two-month retention period is complete subject to compliance with the scheme terms and conditions including outstanding area aid issues.
The person in question was not an applicant under the 2002 suckler cow premium scheme or 2002 ewe premium scheme. He participated in 2001 extensification premium opting for the census system. He was paid in full.
