International Agreements: Motions.

I move:

That Dáil Éireann, in accordance with the provisions of Article 29.5.2 of the Constitution of Ireland, approves the terms of the international agreement entitled ‘Memorandum of Understanding between the Government of Ireland and the Government of Malaysia on Co-operation in the Field of Education' signed by both Governments on 4 September 2001 and laid before Dáil Éireann on 31 January 2002.

Is that agreed?

On foot of the method the Government is using to force business through the House, we have indicated quite clearly that we are not co-operating with it. In particular we object to the way the Whips' meetings are being conducted where diktats are issued without consensus and with no attempt at agreement.

That Dáil Éireann, in accordance with the provisions of Article 29.5.2 of the Constitution of Ireland, approves the terms of the international agreement entitled ‘Agreement on Education Co-operation between the Government of Ireland and the Government of the People's Republic of China' signed by both Governments on 19 February 2001 and laid before Dáil Éireann on 18 September 2001.

Is that agreed?

In the past there have been a number of sensitive issues in relation to co-operation with China over its policy on—

There can be no debate on the issue.

That is the reason we are opposing the motion in that this agreement gives an indication of support of that policy.
