122 Mr. P. Breen asked the Minister for Agriculture and Food if, on a once-off basis, he will allow unfilled quota for 2002-03 to be transferred to the 2003-04 quota year, that is, from 1 April 2003 to 31 March 2004, due to the lateness in allocating milk quota to development farmers and others; and if he will make a statement on the matter. Under the EU regulations governing milk quotas, each quota year must be treated separately. It is not permissible, therefore, to transfer unused milk quota forward from one year to the next.
