Question:

117 Ms B. Moynihan-Cronin asked the Minister for Agriculture and Food when a person (details supplied) in County Kerry will receive payment of a slaughter premium and suckler cow premium. [15021/03]

The person named applied for premium for 57 animals under the 2002 suckler cow premium scheme. Payment of his 80% advance instalment for €10,167.44 issued on 18 October 2002 and the 20% balancing payment for €2,541.86 issued on 26 May 2003. This represents full payment on 56.7 animals which is the number of quota rights on record for the applicant.

The person named has been paid in full in respect of 56 animals under the 2002 slaughter premium scheme.

Question:

118 Mr. Crawford asked the Minister for Agriculture and Food when a person (details supplied) in County Monaghan will receive payment for the animals that were taken from their herd by his Department in 2001 and sent to a factory (details supplied); the reason for the delay; and if he will make a statement on the matter. [15022/03]

As the Deputy will be aware, the factory concerned went out of business some time ago and matters relating to this company are in the hands of a liquidator. Since there will not be sufficient funds to pay farmers who are owed money in respect of reactor animals brought to this factory, I have decided to set up a compensation scheme under which such farmers can apply for payment of moneys due to them in respect of reactor animals brought to this factory under my Department's reactor disposal scheme.

My Department is at present processing applications from 192 farmers and payments will issue as soon as possible after the necessary documentation is to hand.
