Question:

272 Dr. Upton asked the Minister for Education and Science the position regarding the long-promised sports hall for a location (details supplied) in Dublin 8 which has been promised since 1999; and if he will make a statement on the matter. [22924/03]

The proposed multi-purpose sports hall at the school referred to by the Deputy is part of a joint programme to develop community sports facilities in drugs task force areas. This project is at an advanced stage of architectural planning. Given the level of financial commitments to be met from projects already in construction, I do not envisage that my Department will be in a position during this year to allow architectural planning for further large-scale projects, including this one, to progress beyond their current authorised stage. This project will, however, be considered when framing the 2004 capital programme.

273 Mr. P. Breen asked the Minister for Education and Science if his Department will honour its commitment given in January 2001 and again in February 2002 to provide a new primary school in Clarecastle, County Clare, to cater for the further increase in numbers that is adding to the pressure on the already inadequate buildings; if sufficient funds can be allocated to allow Clarecastle national school to move to stage 4/5 of the development process in early 2004 with construction commencing as soon as possible; and if he will make a statement on the matter. 311 Mr. P. Breen asked the Minister for Education and Science if his Department will honour its commitment given in January 2001 and again in February 2002 to provide a new primary school in Clarecastle, County Clare, to cater for the further increase in numbers which is adding to the pressure on the already inadequate buildings; if sufficient funds can be allocated to allow Clarecastle national school to move to stage 4-5 of the development process in early 2004 with construction commencing as soon as possible; and if he will make a statement on the matter. I propose to take Questions Nos. 273 and 311 together.

The large-scale building project for Clarecastle national school is listed in section 7 of the 2003 school building programme, which is published on my Department's website at www.education.ie This project is at stage 3 of architectural planning, which means that the outline sketch scheme has been further developed and cost proposals for the project submitted for consideration. It has been assigned a band two rating by my Department in accordance with the published criteria for prioritising large-scale projects. This project, along with other projects listed in sections 6 and 7, will not be authorised to progress beyond their current stage of architectural planning at this time.

Budgetary provisions in 2004 and subsequent years will determine the rate of progression to tender and construction of these projects in conjunction with the band rating individually assigned. In the meantime, individual schools should, as appropriate, use their devolved grant to deal with any urgent health and safety works.
