Business of Seanad.

I have had an opportunity to consider the application from Senator Sheehy Skeffington to raise, on the motion for the Adjournment of the House tonight, the following matter:—

The unsatisfactory nature and mode of application of certain sections of the Horses (Regulation of Export) Order, 1960, and of the Horses (Carriage by Sea) Order, 1960.

I have ruled that this matter is not in order for discussion on the motion for the Adjournment as it is one that should come forward by way of substantive motion, particularly since such a process is provided for in respect of the first order in the parent statute.

The Senator has been communicated with in the matter.

I should make it clear that it was through no fault of the Senator that the matter was not adverted to at the commencement of business and I apologise to him for my failure to do so.

I want to thank you, Sir, for the way in which you have put this matter. I accept your ruling, of course. However, I feel that to put down a motion defers consideration of this matter for a long time. We have a lot of motions. Therefore, it is with some regret that I find myself unable to raise this matter.
