Regulation of Assisted Human Reproduction Bill, 1999: Order for Second Stage.

Bill entitled an Act to make provision for the establishment and maintenance by the Minister for Health and Children of a register of assisted human reproduction providers, to allow for the establishment of an ethics committee to advise on techniques of assisted human reproduction and their repercussions, to render surrogacy agreements void and unenforceable, and matters ancillary thereto.

I move: "That Second Stage be taken now."

I object. I do not agree with assisted human reproduction. It is against natural life. Next there will be a Bill to provide for assisted termination of life.

On the question "That Second Stage be taken now" a division has been claimed by Senator Rory Kiely but in the absence of two Senators to act as tellers on the Níl side, the division cannot proceed and I declare the question carried. Second Stage will be taken now.

For the information of the House, this is a Private Members' Bill. Second Stage will be treated in the same manner as a non-Government motion with a time limit of two hours. The time allocated to the proposer will be 12 minutes and, as agreed on the Order of Business, she will have ten minutes to reply to the debate. Other Senators will have eight minutes to contribute and the debate will follow the normal pattern.
