: I referred to the whole concept of bureaucracy working against business and how important it is to establish small companies and employment. Often it is hindered by all sorts of bureaucracy. I would like to deal with the appointment of the type of chief executive that we need to head the Irish Aviation Authority.
There is no doubt that the aviation industry is dynamic and has great potential for development and employment. Directors need to have a commercial outlook in regard to the activities of this dynamic sector. Now that the Minister of State has made the break by taking the company out of a governmental Department and establishing it as a new semi-State company, a good chief executive will be important to recognise the new outlook and commercial realities which it is going to face.
There is no doubt that safety is important but so is the commercial outlook. Would the Minister of State give us any indication of the type of person proposed to appoint as chief executive of this company? I would suggest that somebody from the Civil Service, might not have the commercial outlook necessary. Somebody from the Army might not be appropriate, in view of the aims and objectives of this new company. A person who understands the commercial realities of this dynamic sector should be appointed chief executive. I will be grateful for any comment the Minister of State may make on the qualities he is looking for.
