Disability Matters Committee to discuss aligning education with the UNCPRD with Minister of State for Special Education and Inclusion Josepha Madigan

The Joint Committee on Disability Matters will meet tomorrow, Thursday March 3rd, to resume its discussion on aligning education with the UNCPRD with representatives.


The meeting will take place in Committee Room 4 of Leinster House between 9:30am-12:30pm.

The UNCRPD Article 24 on Education for those with Disabilities calls for State parties to ensure the realisation of the right of persons with disabilities to education through an inclusive education system at all levels, and for all students, without discrimination and on an equal basis with others, while ensuring reasonable accommodation of the individual’s requirements is provided.

The following representatives are due to attend:

  • Josepha Madigan, Minister of State at the Department of Education with responsibility for Special Education and Inclusion
  • Martina Mannion, Assistant Secretary General, Department of Education
  • Eddie Ward, Principal Officer, Department of Education.

Speaking ahead of the meeting, Committee Cathaoirleach Deputy Michael Moynihan said: “Tomorrow’s meeting is one of a series the Committee is holding regarding the topic of ‘Aligning Education with the UNCRPD’ with a particular focus on the progress being made on aligning special education policy and provision with the UNCPRD.”

“The primary piece of legislation dealing with education for persons with disabilities is the Education for Persons with Special Education Needs Act, 2004 (EPSEN). The EPSEN Act is almost 18 years in existence and there have been many changes and developments in the area of policy relating to the education of children with special needs.”


“Parts of the Act concerning the assessment of special educational needs have not been commenced which means children and their families must seek out an Assessment of Needs (AON) to access support.”


“Minister Madigan has previously stated that a review of the Act will take place this year in order to ensure that legislation on education for students with additional needs is up-to-date, fully operational, and reflective of the lived experiences of students and families.”


“The Committee looks forward to discussing this review and other related matters regarding special education tomorrow.”

The Joint Committee on Disability Matters has 14 Members, nine from the Dáil and five from the Seanad.
