Disability Matters Committee to discuss the UNCRPD and the Optional Protocol with representatives from Decision Support Service and International Disability Alliance

The Joint Committee on Disability Matters will meet on Thursday, November 10th to discuss the UNCRPD and the Optional Protocol.

Ireland ratified the UNCRPD in 2018 which uses a social and complementary human rights model of disability requiring a cultural shift, from treating people with disabilities based on their impairment, to instead, viewing them as citizens, with abilities and strengths, capable of independent thinking and living, and contributing to society.

People with disabilities had a significant role in developing it, and it acts as a roadmap which can help Ireland become a better place for people with disabilities to live in.

The meeting will take place in Committee room 4 of Leinster House between 09:30-12:30.

The following representatives are due to appear:

  • Aine Flynn, Director - Decision Support Service
  • Kate Frowein - Head of Supervision - Decision Support Service
  • Patsy Fitzsimons - Head of Complaints and Investigations - Decision Support Service
  • Jarrod Clyne - Head of Advocacy - International Disability Alliance

Speaking ahead of the meeting, Committee Cathaoirleach Deputy Michael Moynihan said: “We look forward to discussing the UNCRPD and the Optional Protocol with representatives from the International Disability Alliance and the Decision Support Service.”

“The Decision Support Service will provide an update on the progress towards commencement, and the current position of the Assisted Decision-Making (Capacity) (Amendment) Bill 2022.”

“The International Disability Alliance work to promote global implementation of the UNCRPD and the promotion of the Optional Protocol. Currently there are 100 States parties to the Optional Protocol, and Ireland is one of only three European Union member States to have not ratified the Optional Protocol."

“Ratifying the Optional Protocol in Ireland would have a positive impact on the lives of people with disabilities in Ireland, and also the positive impact on the progress development of international human rights standards.”

“We welcome the opportunity to discuss these and other related matters with representatives.”
