Committee to discuss the general scheme of the Automatic Enrolment Retirement Savings Systems Bill 2022 with Department of Social Protection officials

The Joint Committee on Social Protection, Community and Rural Development and the Islands will meet on Wednesday February 15th for Pre-legislative scrutiny of the general scheme of the Automatic Enrolment Retirement Savings Systems Bill 2022.

The meeting will take place in Committee Room 3 between 09:30-12:30.

The following representatives are due to appear:


• Tim Duggan, Assistant Secretary General, Department of Social Protection
• Ciaran Diamond, Assistant Principal, Automatic Enrolment Programme Management Office – Department of Social Protection
• Sarah Judge, Higher Executive Officer, Automatic Enrolment Programme Management Office – Department of Social Protection


Speaking ahead of the meeting, Committee Cathaoirleach Deputy Denis Naughten said: “We look forward to continuing our scrutiny on the General Scheme of the Automatic Enrolment Retirement Savings Systems Bill 2022 having previously heard from Irish Life, the Pensions Authority, the ESRI, Ibec, Insurance Ireland and Ictu.”

“The Department of Social Protection has been tasked implementing auto enrolment by 2024 which is an ambitious target. Previous witnesses have raised a variety of issues – employer contributions, the potential administrative burden for employers, then gender gap and how auto enrolment will impact on competitiveness.”

“We look forward to receiving a status update from officials on the status of the scheme and hearing their views on what the Committee have heard in previous sessions.”
