The Committee of Public Accounts (PAC) will meet tomorrow, Thursday, 16 November, to examine the 2022 Appropriation Accounts for the Department of Public Expenditure, National Development Plan Delivery and Reform.
The meeting at 9.30am in Committee Room 2 of Leinster House will be joined by the Comptroller and Auditor General, Mr Seamus McCarthy, and officials from the Department led by the Secretary General and Accounting Officer, Mr David Moloney, to examine:
- Vote 11 - Office of the Minister for Public Expenditure, National Development Plan Delivery and Reform;
- Vote 12 - Superannuation and Retired Allowances;
- Vote 39 - Office of Government Procurement;
- Vote 43 - Office of the Government Chief Information Officer; and
- Report on the Accounts of the Public Services 2022: Chapter 5 - Vote accounting and budget management.
During the afternoon session, beginning at 1.30pm, the Committee will consider correspondence and other business of the Committee.
Committee Cathaoirleach Deputy Brian Stanley said: “The Department of Public Expenditure, National Development Plan Delivery and Reform determines the framework and basis of accounting for annual financial reporting by all Government departments and public bodies. In addition to the accounts circular and other guidance set out in Public Financial Procedures, the Department has issued the Code of Practice for the Governance of State Bodies, and the Public Spending Code.
“Appropriation accounts focus on the money provided by the Oireachtas to the Vote for each Government department during the year. It compares the financial outturn for the year against the estimate. Areas of interest for the Committee in the Department’s votes include the format and content of Appropriation Accounts, the delivery of the National Development Plan, the Public Spending Code and Public Private Partnerships (PPP) contracts and Inflation. The Committee looks forward to discussing these areas and related matters with the Mr Moloney and his colleagues.”
