asked the Minister for Social Welfare if he is aware of the fact that the benefits payable in England under the National Insurance (Industrial Injuries) Act, 1946, as amended by the Family Allowances and National Insurance Act, 1952, do not apply to the dependents of Irish workers living in that country although they are paying the full contribution; and, if so, if he will make a statement on the matter.

I am aware of the situation to which the Deputy refers. The British national insurance (industrial injuries) legislation does not ordinarily permit payment of allowances in respect of dependents resident outside Great Britain. Existing reciprocal agreements do not cover this matter, but it is among the subjects listed for discussion at a conference on reciprocal arrangements generally which it is hoped to convene at an early date.

In the discussions that are to take place, would the Minister consider suggesting that any arrangements reached will be made retrospective as there has been a good deal of hardship accruing in these particular cases?

I could not say at the moment.
