asked the Minister for Agriculture whether he agrees that wheat bushelling at 60 and over, and harvested and threshed in the best traditions, should be deemed unmillable in view of the fact that such rejection militates particularly against the small farmer who is not engaged in large-scale wheat ranching.

While bushel weight is a useful guide to the general quality of grain, other factors such as sprouting and mould damage may make wheat unsuitable for milling into flour, irrespective of bushel weight or method of harvesting.
