asked the Minister for Social Welfare if he is aware that, in cases where a farm or other land property is transferred by elderly persons to their children, his Department refuse to recognise the transfer for the purpose of assessment of means for the old age pension until the deed of transfer is registered, a process entailing both considerable time and expense beyond the means of many persons; and whether he will take steps to ensure that in future his Department recognise such transfers at least from the date when the deed of transfer is stamped, which ensures that the transfer of property is irrevocable.

The statement contained in the Deputy's question is incorrect. It is the normal practice where a deed of transfer has been stamped and all reasonable steps are being taken for registration, to accept the transfer for pension purposes, as from the date it was made.
