asked the Minister for Posts and Telegraphs when it is anticipated that legislation will be introduced to permit literature and articles specially adapted for the blind to be transmitted free of postage; and if he will make every effort to introduce such legislation before the increased postal charges become effective.

I hope to introduce the necessary legislation early in the New Year. The revised postal charges do not provide for any increase in the existing nominal postage rates applicable to literature and articles for the blind.
