asked the Minister for the Environment if he will introduce a special grant scheme to encourage householders to insulate their houses; if he will estimate the approximate energy savings that could be achieved by such a policy; and if he will estimate the employment potential of such a policy.

I have no proposals at present for a special grant scheme for house insulation. Energy savings are influenced by factors such as the type and extent of insulation and the condition of houses but it has been estimated that savings would be unlikely to exceed 20 per cent of domestic heating energy. Reliable estimates of the employment potential of a policy of grant-aided insulation measures are not available at present.
