The person named in both questions will be paid his 1982 EEC suckler cow premium in April 1983 when the six months retention period expires for all applicants. He was paid all calved heifer grants due to him under the scheme of assistance for the expansion of the cattle breeding herd on 20 January 1983. The grants are payable on additional calved heifers only and because he had 25 cows in his basic herd according to his 1981 EEC suckler cow premium application and 29 in his herd at 30 June 1982 he is entitled to four grants and not the ten claimed.

It is a condition of the scheme of assistance for the expansion of the cattle breeding herd 1982 that an applicant must submit a certificate by a lending agency of borrowings in connection with the expansion of his herd. Since the person named did not declare any borrowings on his application form, he was not eligible for the scheme and was so informed on 5 November 1982.
