Limerick East): I propose to take Questions Nos. 532 and 533 together. The tabular statement hereunder sets out particulars in relation to the number of candidates who qualified at the competitive interview in the 1983 recruitment competition; the highest placed candidate called for medical examination and, where appropriate, oral Irish test; and the number appointed to date.
As I indicated in reply to Parliamentary Question No. 681 of 15 May 1984 candidates who qualify at the competitive interview conducted by the Civil Service Commission are placed in order of merit by the commission and are considered for appointment in that order. Candidates might not necessarily be appointed strictly in that order, however, because various other requirements have to be satisfied, in particular a medical examination and where appropriate an oral Irish test. Administrative arrangements in connection with these matters — including the availability of the candidates themselves for the tests — can result in appointments being made in an order different from the strict order of merit.
In addition, the Garda Commissioner must be satisfied as to a candidate's general suitability for appointment to the Force. Subject to the foregoing, candidates who are successful at the medical examination and, where appropriate, oral Irish test, and who are otherwise suitable, are offered appointment in order of merit. No decision has been made at this stage as to the total number to be appointed from 1983 competition or the length of time the lists of qualified candidates will last.
