Written Answers. - Local Authority Revenue Collectors.

asked the Minister for the Environment if he will give the following information on a county by county basis: the number of revenue collectors appointed by local authorities for the past three years; the amount of revenue collected for each year; the amount paid to revenue collectors in each county by wage or commission on collection; the discussions or negotiations which have taken place with the trade unions in this regard; the counties where agreement has taken place and revenue is being collected; the counties where agreement has not taken place and where the revenue, i.e. service charges, are not being collected; and if he will make a statement on the matter.

On the basis of returns furnished to my Department by local authorities, the number of persons employed, permanently or temporarily, in offices of revenue collector as at 31 December for each of the years 1982, 1983 and 1984, the latest date for which returns are available, is set out in the following tabular statement.

The amounts of revenue collected by such revenue collectors (as opposed to rate collectors, rent collectors, etc.) are not available in my Department. The main salary scales for revenue collectors are appended to the tabular statement.

In regard to negotiations with the trade unions, I would refer the Deputy to the reply to Question No. 17 of 19 March 1986 on this matter. My sanction has issued to proposals for the rationalisation of rate-revenue collection arrangements in counties Limerick, Westmeath and Wexford and in a number of urban district councils. Local negotiations are proceeding in other areas.

It is the responsibility of local authorities to ensure that service charges are collected. While their collection is facilitated by the appointment of revenue collectors, other arrangements for collection have been made, e.g. by way of office collection or assignment of additional duties to other personnel.
