asked the Minister for Justice the number of transfers of Garda sergeants which have taken place in the past three years; the number which have been successfully appealed; the number of appeals which have gone to the review body; and the number of these which have been successful.

I am informed by the Garda authorities that the information sought concerning the number of transfers is not readily available from Garda records and would have to be compiled specially at the cost of an inordinate amount of Garda time.

With regard to appeals to the review body I have no function in relation to its operation and have no information as to the number of appeals that have gone to it. The body was established in accordance with an agreement with the staff associations representing the garda, sergeant and inspector ranks. It is a condition of the agreement that the chairman acts not as an officer of the Minister but in a personal capacity and exercises a personal function. The purpose of this is to underline its independence.
