Under existing law the making or alteration of building by-laws is a matter for individual sanitary authorities and my function in relation thereto is confined to the confirmation of such by-laws.
The proposed building regulations include provisions dealing with the preparation of sites for building purposes and provide that all matters harmful to the health of the users or occupiers of a building shall be removed from the site and from the ground in the vicinity of the site. I propose in this regard to give consideration to the need for new provisions governing the construction of buildings on former landfill sites.
