Written Answers. - Plight of Nicaraguans.

Question:

86 Proinsias De Rossa asked the Minister for Foreign Affairs if the Government will raise with the relevant Governments the plight of disappeared Nicaraguans, some of whom are still reported to be held by Contra groups in Honduras and Nicaragua, with a view to securing their release; and if he will make a statement on the matter.

In the 90 day period following the transfer of power to Mrs. Chamorro and the UNO Coalition in April 1990 the Contra forces were demobilised in Nicaragua and from their camps in Honduras under the control of the United Nations Observer Group in Central America.

The question of Nicaraguans who disappeared during the conflict in that country is being investigated by the Working Group on Enforced or Involuntary Disappearances of the United Nations Commission on Human Rights. In the course of its work this Working Group receives regular reports from the Permanent Commission on Human Rights in Nicaragua which is looking into all reported cases of kidnappings and disappearances. The Government follow closely this work and are prepared to take up specific cases with the United Nations bodies and if necessary with other Governments concerned.
