Question:

54 Mr. Lawlor asked the Minister for Justice if the promised £400,000, EU part-financed resource, training and development centre for north Clondalkin, Dublin will be built on a site in Moorfield Estate; the date for the commencement of construction; when the centre will be completed and open for use; if she will ensure that as far as possible, local labour is used in the construction; and if she will make a statement on the matter. This EU funded project was initiated in June 1994 with the establishment of a management committee and the assignment of a senior probation and welfare officer to it.

The project is one of two such projects in receipt of EU funding under the innovatory projects programme of the European Social Fund. EU funding at a rate of 75 per cent, amounting to £307,000, has been provided for the north Clondalkin project with the Department providing the remaining 25 per cent which amounts to £102,300. The EU funding is for non-capital expenditure. The establishment of this project is in line with recommendations contained in the report,Urban Crime and Disorder.
A site has been identified for the project and discussions are taking place with South Dublin County Council with a view to acquisition. It is not possible to give a date for the construction of the premises until a site has been purchased and the necessary planning approvals obtained. The contractor for the building will be expected to employ local labour where that is possible and practicable.
I should point out that the site being considered by the council is in Rowlagh, not Moorfield.
