PRISONS (VISITING COMMITTEES) BILL, 1925—FIRST STAGE.

I beg to move for leave to introduce the Prisons (Visiting Committees) Bill, 1925. The object of this Bill is to enable appointments to be made of Visiting Committees. The present position is, as a result of recent legislation, that it is not possible to appoint Visiting Committees for the ordinary prisons, or Boards of Visitors for convict prisons. In the past, members of these bodies had to be Justices of the Peace, and in the case of Visiting Committees the greater number was selected by Grand Juries. As Deputies are aware, Grand Juries will not meet again and, accordingly, from the point of view of correct administration, fresh legislation on the matter is necessary. I therefore move for leave to introduce this short Bill.
