QUESTION ON THE ADJOURNMENT.—STATEMENT BY NORTHERN PRIME MINISTER.

I beg to give notice that, on the motion for the adjournment, I shall raise a question affecting the territorial integrity of Saorstát Eireann, as affected by an unfriendly utterance by the Prime Minister of another State, inciting disaffection in Tirconaill.

In what way does Deputy Hogan intend to raise this question?

On the motion for the adjournment.

Who is to answer?

Either the President or the Minister for External Affairs. My question will have reference really to what attitude they have taken in protesting against an unfriendly act.

It would be impossible, either for the President or the Minister for External Affairs to answer that. Surely, it is not the business of the President or of the Minister for External Affairs to regulate the utterances of a Prime Minister in another State.

That is my difficulty. This is the utterance of a Prime Minister in another——

A DEPUTY

Dominion.

No, not a Dominion.

A State within the British Commonwealth.

A State within Ireland. Anyhow you cannot raise a question here as to what somebody else outside our jurisdiction says on a matter about which he is entitled to talk. I doubt whether we can deal here with alleged statements of the Prime Minister for Northern Ireland with regard to County Donegal.

I will amend my motion then, and ask for an explanation of the Government's policy in connection with this matter.

The utterances of other people may be a matter on which the Government can have no policy. However, I will consider the question before the adjournment.
