The figures shown under the Office of Public Works for 1/1/1941 includes the staff of the then Special Works Division of that Office. This staff was transferred in December, 1941, to the newly-formed Special Employment Schemes Office. The figures given for 1/1/1942 and 1/1/1943 in respect of staff employed in the Civil Service (exclusive of the staff of the Office of Public Works) includes the staff of the Special Employment Schemes Office.
The figures given above do not include (a) persons employed on relief schemes (b) persons employed on a fee basis, and (c) artisans, labourers, etc., employed on schemes or works of a temporary nature, other than relief schemes, who are not regarded as civil servants.
